Workforce Training and Employment
HBI's Workforce Training and Employment (WTE)Department offers pre-apprenticeship and apprenticeship training in residential construction.  

WTE programs are public/private partnerships that bring together national, state, and local agencies conscious of the nation’s shortage of construction craft workers. These agencies work together to address the construction industry's need for long-term career training.

Included among WTE's partners are Workforce Investment Boards,  Deparments of Corrections, Boards of Education, Departments of Juvenile Justice, Youth Services agencies and Community Based Organizations.

All WTE training programs use the Pre-Apprenticeship Certificate Training (PACT) curriculum, which was developed by members of the housing industry and combines academic instruction and hands-on training on actual construction projects. The curriculum also provides literacy and employability skills.

Each WTE program offers specialized residential construction training to targeted populations. See below for a list of WTE programs and the people that they train:

Current Programs

C-CORE - Funded by a three year grant from the U.S. Department of Justice, C-CORE will match 5,000 youth aged 16 to 18 with over 1,600 industry mentors recruited from home builders associations, NAHB Student Chapters, other business organizations and local communities.

Project CRAFT – Community, Restitution, Apprenticeship-Focused Training – for at-risk youth and youth offenders.

YouthBuild – HBI provides technical assistance to more than 40 YouthBuild programs across the country and also operates training programs on several YouthBuild centers – for low income youth.

Project TRADE – Training, Restitution, Apprenticeship, Development and Education – for adult ex-offenders.

Project HOPE – Home Building Opportunities for Positive Employment – for people with disabilities.

Operation Reconstruct - In partnership with Paxen, Inc. Operation Reconstruct provides specified training to unemployed and underemployed people in Louisiana, Mississippi and Delaware.
